A T1 Road Opening licence is required for carrying out major roadworks which involve more than one road and/or affects road engineering assets that are covered by a T2/T3 licence.
1.Select Create Licence from the Applicant Tasks screen or from the (Programme) Works Batch screen and select the licence type T1 notification.
2.Choose the authority you wish to apply to. This should be the authority governing the road that you wish to excavate.
3.Click Create.
4.Enter the following details on the Road Opening tab:
▪Location Description
▪Purpose of works
▪Proposed dates for carrying out the works.
▪Expected total excavation area.
Important Note: T2's cannot be created on the T1 until the T1 has been submitted.
5.On the Assets Affected tab, enter the details of the engineering assets affected.
6.Any maps, plans or other documentation that you wish to provide to the licensing authority at this time can be uploaded via the Documents tab.
7.Refer to the Standard Conditions tab for the conditions that apply to a T1 with the selected licensing authority.
8.Click Submit. The licensing authority will now be notified of the emergency and the location where works have/are being carried out.
After a T1 has been submitted, the T2's linked to it can be created and submitted for processing.
1.Open the T1 and click on the Create T2 Licence button shown on the Road Opening tab.
2.A new row will be added to the table below. Click on the link to open the T2 application form.
3.Fill in the application details as per a normal T2 application.
4.When you are finished, click the Submit Application button. Whilst working on the T2 application, if you wish to return to the T1 Road Opening tab select the link shown under Linked to heading on the sidebar.
To copy a T2¹ to the same T1 application, select the Copy Application to T1 action.
This will create a T2¹ and will be available for editing before submitting.
If works are not going to be completed within the validity period, the applicant should submit a Validity Period Extension request.
Information required:
1) The date you wish to extend the validity period to.
2) The reason you require the extension.
