A new feature is available (on request) which allows a licensing authority to use an 'unassigned' option when pushing a licence to the next stage.

When the 'unassigned' option is used: All users belonging to the assigned licensing area, who have the main actor role for the target stage, will share responsibility for performing the required action on the licence.

Notifications to these users will not be issued for the action. This feature will be primarily useful for larger authorities where the individual to action the licence on the subsequent stage is not known to the person who is performing the current action and pushing to the next stage.
