After a licence has been granted, the applicant (or an inspector) can indicate that work is in progress. This will allow for progress to be tracked and inspections scheduled.
Details of inspections can be added at any time during the works Licence Valid or Validity Expired stage. When a licence is granted, the licence will be move into the Licence Valid stage once the validity period starts. This will allow for the following: •The Licensing Authority to log details of inspections carried out and any defects or breaches found. •The Applicant/Licence Holder can record details of the reinstatements works on the Works Forms > Works Segments screen.

The licensing authority may carry out inspections whilst works are in progress or after completion of the works. Details of published inspection reports will appear on the Inspections tab of the licence. |
Inspector Approvers To re-open a Work Segments that has been marked as complete: 1.Select the Work Segment from the list or map. 2.Click the reopen option (as highlighted below). 3.Click Done. ![]() |
In order to close a temporary reinstatement, the applicant must have completed a reinstatement under a new licence, which is in the guarantee stage or later. This will require acceptance by the licensing authority. Applicant action: The applicant must provide the code of the licence on which the reinstatement has been completed. This must be a licence in one of the following stages: Guarantee Period, Closeout Sign-off, Closeout Certification, Closeout Certification Rejected, Closeout Certification Sign-off, Licence Closeout, Closed Licence. Licensing Authority Action: The licensing authority will be notified of the action taken by the applicant and must review and confirm acceptance, or the appropriate action required. |
An applicant can now mark a reinstatement as LA Reinstatement Required. The applicant will be required to do a temporary reinstatement which they will be liable to maintain for up to 3 months. Specific charges will apply. ![]()

When all works have been completed the Licence Holder must update all reinstatement details to reflect the actual state of the works. To initiate sign-off, the applicant selects the Submit T5 action.
T5 Submitted When works are finished, the applicant can Submit a T5. This moves the licence into the T5 Sign-off (by the licensing authority) stage. * If certification is required, this will be carried out by an Approved Certifier before it is submitted for sign-off. Reinstatement is defectiveIf the inspector reviews the works and finds that the reinstatement is defective, the inspector should: 1.Create and publish an inspection report highlighting the defects or breaches found. 2.Select the Reject T5 licence action. The licence will move to the T5 Rejected stage for attention by the Licence Holder. The applicant must address the issues raised to fix the defective reinstatement before resubmitting a T5 for sign-off.
Accept T5When the T5 is accepted the licence moves to the Guarantee stage A T5 cannot be accepted if: •The licence contains an active defect. •There are work segment surfaces which have a status of Works Not Done. Reject T5A licence can be rejected for one of the following reasons:•Defect/Direction: This option will only be available if there is a defect logged on the licence. •Defect/Direction & Incorrect Record: This option will only be available if there is a defect or a direction on the licence or i. •Incorrect Record: Use this option if e.g the reinstatement area or surface details are incorrect. |
