Applicants can now only create a T21 application after the T1 notification/application has been submitted.
The applicant can create T21 applications on the T1 prior to a T1 being granted.
However, any T21 licence applications submitted will only be shown in the Processing task list after the T1 is granted but can be opened via the T1 licence if required.
Conditions added to a T1 automatically appear on the child T21 licences when the T1 conditions are accepted by the applicant.
If further specific conditioning is required on the T21, the conditioner/conditioner approver can add the conditions to the licence at the conditioning stage as normal. Otherwise, they can proceed to approval. (If the T1 has already been granted, the conditioner approver can move the licence directly to granted).
If a T1 is refused, all T21 licences linked to it will also be automatically refused. The only exception is for T21 licences that are in the application stage which will be deleted.
If a T21 application is submitted before the T1 is granted, the Application Notification Period (ANP) will only start from the date that the T1 is granted.
The details shown for the T21 licences on the T1 Road Opening tab have been changed as shown below.
•Previously the T1 only showed the planned works details.
•This will now show the actual works details for licences that have been granted.
Now that the T1 must be submitted before a T21 licence can be created, linked T21 licences will always have a licence code that has a number greater than the T1 e.g. if the T1 licence code is 2020WW0129, then the T21 licence code numbering will be 2020WW0130 or higher.
