At sign-off, a check is performed to identify if the licence limits have been exceeded.
If it has been exceeded, a warning is displayed on the Works > Works Segments tab indicating that the details should be reviewed and, if appropriate, a breach created.
If the LA believes the actual works have been incorrectly reported, the T5 can be rejected using the Incorrect Record reason and the applicant instructed to reopen the reinstatement and correct the area specified for the reinstatement.
For licences that have already past through the sign-off stage, a check will be performed again for Closeout and the fee recalculated where appropriate.
A message is displayed on the Fees tab if the total excavation area exceeds the limit set for the licence type. The fees applied to the licence will be adjusted accordingly.
During Works
The inspector can create a breach with a direction, instructing the applicant to:
a) Make the site safe with temporary reinstatements, or other measures, and leave the road.
b) Apply for a new licence of the appropriate category for the scale and impact of the works. The new licence can then be linked to the temporary reinstatements on the original licence.
Post Works (after T5 submission)
If the works are already been permanently complete there is no recourse to require a new licence application.
When the licence has been submitted for sign-off:
•Select Reject T5, choose the Incorrect Record reason and provide a comment regarding the expected correction to make to the reinstatement details.
•The applicant can amend the excavation details and resubmit the T5.
•The application fee will be adjusted and shown in the fees tab. (This will also be reflected in the billing report).
