Select Settings > Your Organisation > Licensing > Auto Approve Works Blocks.
By default, Auto-Approve Works Blocks with be turned on for all traffic impact levels.
When Maximum Traffic Impact number is set to Any - which is the default - it means that works blocks will be automatically approved regardless of the traffic impact number of the associated street(s).
If instead you want to only automatically approve works blocks up to a particular level, for example a traffic impact 3, then change the Maximum Traffic Impact number to 3.
