Certification of Works by Approved Certifiers

From the 3rd October 2020, all new licences will require reinstatement works to be certified by an Approved Certifier.

The Approved Certifiers must have completed the Road Opening and Reinstatement - Advanced course.

All applicants must ensure that they set-up the user in MRL and assign them the role of 'Approved Certifier'. The details of the approved certifiers will also need to be sent to the RMO for verification and entry into MRL.

This should include the Name, Reg. No and Expiry Date of each individual as shown on their LASNTG Road Opening & Reinstatement Advanced card.  Until this action is completed, these users will not be able to perform the certification operations in the MRL system.

Documents: Upload Surveys (pre-works, during works and post-works)

With the upcoming requirement that works must be certified by an Approved Certifier, there is now a greater necessity for surveys to be easily available to users when looking at a licence. Survey reports along with related photos and maps can now be uploaded through the Documents area on the Licence form using the new Survey category.

Document Collections: Keep related documents together

When uploading a document, you will first be asked to provide some summary information for the 'Collection' and the related files can then be attached to it. This makes it far easier for users to quickly find the collection they are looking for without having to sort/filter through dozens of documents.

Changes to how Contractors are associated with an organisation

New Primary Site Contact: A primary site contact has also been introduced.

In the past the contractors used for works had to be registered users in the applicant organisation.

Now there is a new facility called Works Contacts, which collects the name and contact information for these individuals as well as the type of work they can perform.

The contacts will need to be selected when creating a works block on the Works Programme, as the Works Contractors and SLG Cardholder no longer appear on the licence form when applying for a T2/T3 licence.

In the case of a T4 application, a Works Contractor and Primary Site Contact must be provided. The contacts presented to choose from will be derived from Works Contacts with the relevant contact type assigned.

Permitted Hours of Work

Upon activation by the licensing authorities, the Permitted Hours of Work that apply to a licence are displayed on the Conditions tab. Applicants are reminded that failure to adhere to the displayed hours will be a breach of the licence conditions.

The surface material options and the applicable charges have been streamlined and new surface types have been added.

Reinstatements:

Reinstatement work can now be identified as being a temporary reinstatement or (permanent) complete reinstatement.

To close a temporary reinstatement, a licence code must be entered to identify the licence on which the permanent reinstatement has been completed.

Applicants can now mark a surface as requiring reinstatement by the licensing authority.

The excavations surface details screen has been modified to better highlight the current reinstatement status and the actions available.

Non-excavation works

There is a new surface works type for non-excavation works. This can be used for recording details of works to roadways/verges which, whilst not requiring an excavation, require a licence as they may affect traffic or affect the surface of the road.

No reinstatement deposit or LTI charges apply to non-excavation works

Licences for this non-excavation works can be closed at T5 sign-off stage.
