Road Opening Licence Requirements - Concrete Footway Reinstatement
Road Management Office (RMO) has produced a new guidance document Concrete Footways-Permanent Reinstatement Guidance Document as supporting information to the Deptartment of Transport Circular RW16 of 2023 “Road Opening Licence Requirements for Concrete Footway Reinstatement” which provides clarifications to the guidance for Permanent Reinstatement of Concrete Footways contained in the Guidelines for Managing Openings in Public Roads.
This guidance document, to support the above circular, has been produced and finalised through engagement with JULA Forum members and the Dept of Transport.
Road Openings On National Roads
For all Road Opening Applications on National Roads for underground telecoms works by Telecommunications Operators on TII National Road Network the application should be made on MRL, but made to Transport Infrastructure Ireland.
All other road opening applications on National Roads (Water, Gas, Electricity etc) should be made to the relevant County/City Roads Authority, on MRL.
Where required, a separate legal agreement(s) should also to be entered into between TII and the applicant , prior to the commencement of works. This applies to;
- works within MMaRC or PPP sections of the network
- works over or under a motorway, no matter what classification of road they are on
- works affecting a TII structure on the national road network

Managing Openings in Public Roads
The Guidelines for Managing Openings in Public Roads outlines the process for managing the opening, backfilling and reinstatement of openings in public roads.
Applicant Organisations should ensure that you comply with your statutory obligations including those set out in Health and Safety Legislation and the Guidelines for Working On Roads that apply to roadworks.

Local Authority MRL Support Videos
The RMO Road Licensing Unit have created a series of video tutorials for Local Authority users which cover all aspects of using MRL and the various functionality from an authority point of view. The MRL system accepts : T1 Roadworks notifications, T2 and T3 Road Opening applications and T4 Emergency Works notifications.

Application Charges
All applications for T2/T3/T4 licences incur an application charge including withdrawn and refused applications.
Applicants must ensure that the details submitted in the application are accurate and that T3 applications are only applied for on roads with a Traffic Impact Number less than 3. A T1 Notification and consultation may be required for works of significant impact.

Dublin City Council Notice:
Protection of all Heritage Structures
All utilities and crews are advised to be vigilant when working in close proximity to protected and heritage structures in Dublin City Council’s administrative area. Utilities who cause damage to said structures will be liable for damages/expenses incurred in repair works. Utilities should always be cognisant of this requirement when working in the public domain.
Interim Guidance to Road Authorities for Medium or High Voltage electricity assets
Further to Department of Transport Circular RW 07 of 2025, attached is interim guidance to Road Authorities regarding the proposed placement of Medium or High Voltage electricity assets, including ducts, cables, and associated infrastructure under public roads.
T4 Emergency Roadworks
A T4 licence is only valid for emergency roadworks which are defined as roadworks, the carrying out of which is immediately required in order to prevent or reduce the risk of loss, injury or damage to persons or property. Once the emergency is contained, if further non-emergency works are required at the location an appropriate consent must be obtained from the Road Authority.
